Здравствуйте.

Не знаю, насколько нижеприведенные изменения важны, чтоб вы их переводили и помещали в новости, но всё же.

Это у моих знакомых в университете работники отдела по иностранным студентам разослали всем сводку новых правил. К сожалению, они не дали ссылки на оригинальный источник информации, но я не сомневаюсь, что он официален.

Changes in F-1 regulations as of
January 1, 2003

F-2 Spouses and Dependents
• F-2 spouses may not study full-time until they have switched to F-1
status. F-2 dependents may study full-time only in elementary and
secondary school.
• F-2 spouses and children may engage in study that is avocational or
recreational.
• Those F-2 spouses who were enrolled full-time before Jan. 1, 2003 will
be allowed to continue, but only if they apply for a change of status on
or before March 11, 2003.
• F-2s may enter the US before the F-1, but only 30 days before the F-1
enrollment begins
• F-2s get their own I-20

Initial entry and grace period
• New students can enter no more than 30 days before the report date
indicated on their I-20.
• F-1 students have a 60 day grace period after the completion of
studies and a 15 day period for those who terminate their studies before
completion.

On-line courses
• Students may count no more than one on-line/distance education class
toward their full-time status.

Reduced Course Load
• Reduced course load (RCL) must consist of at least 6 credits or half
the full course of study, except in cases of medical leave or the
student’s final semester.
• RCL must be approved IN ADVANCE by the DSO.
• RCL for “academic difficulties” may be authorized for one semester
only – a full course load must be resumed the next available semester.
• RCL for medical purposes can be approved for no more than 12 months
total during any one course of study.
• RCL during the final semester must be approved by the DSO.

Program Extension & Transfer to Another School
• Program extension may be applied for at any time, not just 30 days
prior to expiration of the I-20, as long as it is extended BEFORE the
I-20 completion date.
• No more grace period on the I-20.
• A student who transfers to another school must be able to begin
classes within 5 months of transferring out of the current school, or
within 5 months of completion date on the I-20, whichever is earlier.
• Students transferring to another school must be released by the school
that issued their current I-20 before transferring to a new school.
• Students who transfer to another school must report to the new
school’s DSO within 15 days of the start date listed on the new I-20
form.
Employment
• Employment on campus can begin no sooner than 30 days prior to the
start of classes.
• Employment on campus is only allowed at the school that jurisdiction
over the student’s SEVIS record.
• Work off campus may be authorized to a student who has been enrolled
on a full time basis for one full academic year.
• A student who has used 12 months of OPT is eligible for another 12
months after changing to a higher educational level.
• OPT must be applied for before graduation
• OPT must be applied for no more than 90 days before graduation.
• OPT will be automatically terminated when the student transfers to
another school or begins study at another educational level.
• While on OPT, students are required to report name and address changes
to the school’s DSO.

Reinstatement
• Reinstatement to F-1 status will be considered only if the student has
been out of status for 5 months or less, unless they can demonstrate
that the failure to file sooner was the result of exceptional
circumstances.

Address Change
• F-1 students must notify the DSO of any name or address change – the
DSO will then update SEVIS within 21 days of notification. INS requires
a current address where the student and his or her dependents physically
reside, not a P.O. Box.

SEVIS Reporting requirements

Within 21 days of a change in any of the following areas, the school is
required to update SEVIS:

• Any student who has failed to maintain status or complete his or her
program;
• A change of the student or dependent’s legal name or U.S. address;
• Any student who has graduated early or prior to the program end date
listed on the SEVIS I-20;
• Any disciplinary action taken by the school against the student as a
result of the student being convicted of a crime;
• Any other notification request made by SEVIS with respect to the
current status of the student.

Each semester within 30 days of the deadline for registering for classes
the school must report the following registration information on each
student:

• Whether the student has enrolled at the school, dropped below a full
course of study without prior authorization by the DSO, or failed to
enroll;
• The current address of each enrolled student;
• The start date of the student’s next session, term, semester,
trimester, or quarter.

Наиболее существенное изменение по процедуре оформления визы, на мой взгляд, касается супругов обладателей F-1. С 1 января для получения F-2 надо иметь отдельную форму I-20.

Основные изменения касаются, в основном, не процедуры получения визы, а правил пребывания иностранцев в статусах F, M и J на территории США.
